Texas Environmental Health, Consumer Health, Neighborhood Services and Code Enforcement

Texas is not like other states and we specialize in local Texas government software. Whether your office is Environmental Health, Consumer Health, Code Enforcement, Neighborhood Services, or Community Development, we run it in one system. Your account manager will be a Texas-based former government official experienced with food, pool, septic, and code enforcement programs. We’re reachable by phone 8 to 5 Central and we’ll visit you in person to meet, demo and train. We exhibit at TEHA (10-years exhibiting at Texas Environmental Health Association), and starting 2026 exhibited at CEAT (Code Enforcement Assoc. of Texas) and TOWA (Texas On-Site Wastewater Assoc).

OSSF Permitting Software Run by TCEQ-Licensed Designated Representatives in Texas

OSSF is where Texas differs most, and where we are strongest. Your project will be run by a TCEQ-licensed Designated Representative that knows Texas OSSF deeply. We run the full Authorized Agent process: new, repair, replacement, alteration, and transfer-of-ownership permits, designer and installer review, field inspections with photos and GIS coordinates, notices of violation, and data structured for OARS and Activity Reports.

Aerobic maintenance is what breaks paper programs. Texas requires three inspections a year by a licensed maintenance provider for the first two years on every aerobic system. We track every contract, due date, service visit, and reading, and accept SAFE Software reports from maintenance providers. Our Texas agencies run 1,800 permit applications and 35,000 maintenance inspections a year.

Texas Code Enforcement, Consumer Health, and Community Development

Your project manager will be either a Registered Professional Sanitarian or former government inspector still based in Texas. Whether your office is Code Compliance, Neighborhood Services, or Community Development, our code enforcement software runs the Texas process today: nuisance abatement, substandard structures under Chapter 214, health and safety cases under Chapter 54, junked vehicles, and blight, from first complaint through Building and Standards Commission hearing. We interface with 311 and GIS.

For consumer health, we handle food establishment permitting and inspection under TFER and DSHS rules, from fixed restaurants to mobile units and temporary events, plus pool, childcare, and Certified Food Manager tracking, on the FDA Food Code and your local forms.

And we are bringing the same platform to building permits and plan review, so a Texas agency can run its full community development side alongside OSSF, food, and code enforcement, on one parcel record.

We Started in Texas in 2013

Our first government project was for a Texas city in 2013, a mobile app for environmental health inspections. Texas is where GovOwl began, and Texas agencies have shaped the product ever since.

That is why the iPad app works offline and syncs when signal returns, which is what a county the size of a small state actually needs. Texas owners and installers apply and pay online. And we interface with 311, Esri ArcGIS, and the systems Texas agencies already run.

Texas BuyBoard for Easy Purchase

We are an awarded BuyBoard vendor, contract 792-26, listed as Inspect2GO Inc. DBA GovOwl, which is how many Texas agencies still know us. If you are a Texas city or county, you are probably a BuyBoard member already. Buying GovOwl through the cooperative satisfies Texas competitive bidding requirements without a formal RFP, and we have no setup fee.
